- The practice of diverting a part of peak wet weather flows at wastewater treatment plants around biological treatment units and combining effluent from all processes prior to discharge from a permitted outfall. Although POTWs sometimes divert around tertiary facilities, the "blending" discussion has focused specifically on secondary treatment, because of the CWA technology requirement.
